"The dictators of the twentieth century (think of Adolf Hitler, Josef Stalin, and Mao Zedong) were repressive tyrants responsible for the deaths of millions. In addition to violence, they relied on propaganda, extensive survelliance networks, and brutal secret police. With the end of the Cold War, this style of dictatorship was on the decline. Yet autocracy itself is still a major global threat--but it is autocracy of a fundamentally different type, one better fitted to survive in the information-rich and globally networked world of the 21st century. These are the discourse dictators. Discourse dictatorships are less repressive, less violent, and even superficially similar to democracies in form although not in substance. Although they can be brutal fighting insurgencies and civil wars, they do not jail thousands of political prisoners or murder hundreds of dissidents. And, unlike Stalin, Franco, or Pinochet, when they do kill, the new autocrats seek to conceal responsibility. Their legitimacy is no longer driven by religious or secular ideologies but rather rests on their ability to convince voters (rightly or, more likely, wrongly) that they can provide prosperity and security"--
