| Opplysninger | Abstract: There are three indigenous peoples in the Russian Barents Region: the Saami in Murmansk Oblast, the Nenets in the Nenets Autonomous Okrug and the Vepsians in the Republic of Karelia. Towards 2015 the main question is who will control the land and the natural resources upon which the indigenous peoples depend. The most important arena for deciding this question will be the formation of Territories of Traditional Nature Use under the legal framework established at the turn of the millennium. A planned oil pipeline from the Komi Republic to Murmansk may also impact negatively on Saami reindeer herding, depending on which route is chosen for the pipeline. The main possible shocks are a political backlash in Moscow or an ecological catastrophe. Three main issues link the scenario for indigenous peoples to scenarios for other aspects of the Russian Barents Region (1) the legal development in the region and the Russian Federation as a whole, (2) oil and gas extraction and transportation and (3) nuclear safety
