The Anti-Personnel Mine Ban Convention, as it is ordinarily referred to in short form in the commentary, was concluded by 89 States at a diplomatic conference in Oslo on 18 September 1997. It entered into force on 1 March 1999 following adherence to it by the requisite 40 States. As of 1 January 2023, of the 197 States recognized by the Convention's depositary, the Secretary-General of the United Nations (UN), 164 were States Parties"--
