Cooptation is widely recognized as a pillar of authoritarian stability, but its dynamics remain curiously undertheorized. The conventional story is straightforward: rulers tempt opposition groups to join the system with promises of benefits and/or influence. Keen to protect their new perks, oppositionists become part of the system and set aside their more radical aspirations. Shouting in a Cage provides an alternative framework that better explains cooptation's power and its limits. Fenner argues that cooptation is less a transactional exchange than a discursive contest. Parties that claim to reject authoritarianism but simultaneously participate in authoritarian politics tend to resolve this dilemma by reaching for an imagined future in which their democratic goals have been realized. One day, these parties claim, everyone will see that cooptation was justified-indeed, necessary-to bring about democracy. The coopted continue to insist that they have made no compromise, but observers increasingly take such claims as evidence of hypocrisy. These parties may continue to oppose authoritarianism, but no one takes them seriously. Through both archival research and ethnographic fieldwork in Egypt and Morocco, this book traces coopted parties' survival and their latent oppositionality, broadening our understanding of political parties and competition under authoritarianism"--
