The R&D program was set up as a joint initiative between the Norwegian National Rail Administration (NNRA), the Norwegian Water Resources and Energy Directorate (NVE) and the Norwegian Public Roads Administration (NPRA). These agencies have faced major common challenges, and a good collaboration is both cost-effective and competence-building for the organisations. The programme was carried out during the period 2012–2016
