Abstract: What role does the fishing industry play in the economy of the Russian parts of the Barents Euro-Arctic Region (BEAR)? How may this role develop towards 2015, and what will be the driving forces and key actors shaping this development? These are the questions addressed in this paper, which is part of the input to the Economy report in phase one of "Barents Russia 2015", a scenario building project on the future of the Russian parts of the Barents Euro-Arctic Region (BEAR). The main driving force in restructuring the north-west Russian fishing industry since the early 1990s has been the market economy, although players in the traditional fishery complex have attempted to maintain industry mechanisms from Soviet times in operation. A major goal of the general Barents Euro-Arctic Region partnership has been to stimulate the development of coastal fisheries in northwestern Russia and investments in the land-based fish-processing industry in the Russian part of the region. While steps have been taken, in the larger context they can only be characterised as miniscule.
